WHO? Japanese Emperor Hirohito on August 14, 1945 (the day of the surrender to the Allies).

I looked it up on Google and the timeline went like this:

August 6, 1945 - Americans dropped the first atomic bomb on Hiroshima.

August 8, 1945 - The Soviets declared war against Japan.

August 9, 1945 - Americans dropped the second atomic bomb, on Nagasaki.

August 14, 1945 - Hirohito made the above comment and on the same day surrendered to the Allies.
